Doom Skull Candle Spawn

The Skull Candle is a spawn in doom and the precise location can be seen in the picture below. It has a rarity of one and spawns every 75 or 90 minutes (it is unknown how or when the timer changes). The Coordinates are: 140o 0'N 67o 34'W (X: 362 Y: 31).

You need at least 100 stealing before you can even attempt to steal a rare in doom. But if you only have 100 it could literally take hundreds of tries until you are successful. You should have at least 110 stealing (115 is recommended) before attempting to hunt doom rares professionaly.
